Apparently what happens is that they:
1. Get a mannequin.
2. Paint the face black.
3. Write the words "N*GGER HANG".
4. Get a rope.
5. Make it so the mannequin looks like it's being hung.
And do it in the IT department of the Kaiser Hospital Riverside.
